Indeed something needs to be done. HAV are too easy ATM

Again that's not right. Vehicles, and mainly....totally HAV need a serious refocusing of role or no other vehicles will be useful or worth having on the map.

In one match with aero today, I popped 3 sicas, 1 gunnlogi, 1 kaalakiota HAV and a Madrugar.....
Seriously.....tankers are dummies sometimes.....
9 HAV in one match with a Blaster Soma..... that's just sad. I should never be able to do that.

I don't get that sudden idea of yours that they aren't any other useful vehicles out there when there is. LAV's suck because small turrets suck (other than missiles, but that's only on DS's), and needs to be looked at. DS's clearly don't suck.
My idea is to give each ground based vehicle a role befitting what they are.
LAV's to be scouting vehicles.
MAV to be infantry support vehicles.
HAV to be heavy fire power platforms.
My primary goal is to get the Blaster Turret removed from HAV altogether, and I say that using it as my primary weapon, I don't like it, it doesn't allow an HAV to fulfil what I perceive as its intended function and serves to coupled with the other two well balanced aspects of tanking (armour and mobility) unbalance and ruin infantry combat.
